On June 12, 2021, Portia Manley was appointed to the role of Deputy Commissioner for the North Carolina Division of Motor Vehicles (DMV) where she oversees Vehicle Services, Driver Services and Business Operations. Portia has been a dedicated DMV team member since 2003. Her DMV career began as a Computer Consultant with the License and Theft Bureau. Later, she has provided leadership to Vehicle Services, Driver Services and Business Services and most recently was Special Advisor to help coordinate the Rocky Mount-HQ relocation project. Portia has a BS in Business Administration from Elizabeth City State University and an MBA from Atlanta University.

Portia is a member of AAMVA's Region 2 Board of Directors. She also serves as a board member for the International Registration Plan, Inc. (IRP).
