He began his career focusing on Driver and Vehicle systems with the Florida Department of Highway Safety and Motor Vehicles (DHSMV), where he led enterprise modernization efforts and developed secure, mission-critical systems supporting driver licensing, vehicle registration, and law enforcement data access.

As Program Manager for Identity Establishment at AAMVA, Desi supports jurisdictions across North America in implementing secure, standards-based identity verification systems. He brings deep expertise in software development, digital transformation, and stakeholder collaboration.
