Scott Vien serves as Program Manager for AAMVA’s Digital Trust Service, where he provides overall oversight of AAMVA’s Digital Trust Service, guiding program strategy, governance, and stakeholder engagement.
Scott has served the AAMVA community for nearly 20 years, with a primary focus on both physical and digital driver license and identification management programs. Most recently, he spent seven years as Director of Operations and Strategic Partnerships and Director of Business Development for an identity management solutions provider, partnering with federal and state government customers to support their driver license and ID program needs.
Prior to that, Scott spent more than 12 years with the Delaware Division of Motor Vehicles, where he led the agency as Director and also served as Deputy Director, Chief of Driver Services, CDL Program Manager, and Management Analyst. During his tenure with the Delaware DMV, Scott held numerous roles within AAMVA, including Chair of the Card Design Standards (CDS) Committee, Vice Chair of the eID Working Group, Chair of the combined CDS and eID Working Group, ID Management Representative on AAMVA’s Driver Standing Committee, President of AAMVA Region 1, and member of the AAMVA International Board of Directors.
Scott holds a Bachelor of Science in Business Management, a Master of Science in Public Administration, and will complete his Doctor of Education in Leadership, Learning, and Innovation from Wilmington University in Spring 2026.
