The model year of gray market vehicles should be determined by the application of the following criteria, in priority order: 

1. The model year used by a specific manufacturer to designate a discrete vehicle model irrespective of the calendar year in which the vehicle was produced.
2. An ownership document issued by that vehicle’s country of origin indicating the model year.
