In order to verify ownership of vehicles being titled from other jurisdictions and thereby deter auto theft, AAMVA urges all jurisdictions to include an inspection of the VIN as a part of the titling process. Titles should be withheld pending the results of VIN investigations. 

Since rental vehicles are not always available for such inspection, AAMVA urges all member jurisdictions to waive the VIN inspection requirement for one-way rental vehicles if the application for title and registration is accompanied by a certification signed by an authorized agent of the rental company verifying that the VIN has been reviewed and determined to be correct.
