AAMVA Releases Law Enforcement mDL Technology Toolkit

10/28/2026

AAMVA has published the Law Enforcement mDL Technology Toolkit, a new resource to help law enforcement agencies plan for and adopt ISO/IEC 18013-5 compliant mobile driver license (mDL) verification.

As more jurisdictions issue mDLs, officers are encountering them in the field, and agencies need practical guidance on accepting them. The toolkit is a modular portfolio of 11 standalone documents, each aimed at a specific audience, from frontline officers to procurement staff to legal counsel. Topics include standards, hardware and software requirements, available devices and software, operational workflows, procurement, funding strategies, legal and privacy considerations, training, an officer how-to guide, and frequently asked questions.

Why it matters to jurisdictions: Law enforcement acceptance is part of what makes an mDL useful to your residents. Agencies that know how to read and verify these credentials make for a smoother experience at the roadside. Consider sharing the toolkit with your state police, highway patrol, and local law enforcement partners.

The documents can be downloaded individually or as one combined file on the AAMVA website: Law Enforcement mDL Technology Toolkit. Learn more about Mobile Driver License on the mDL Topic page.
