AAMVA congratulates District of Columbia on successfully implementing AAMVA’s State-to-State (S2S) Verification Service, including DHR functionality, during the weekend of September 28, 2024 and becoming the 42nd participant using the S2S service. All migration activities have completed on schedule. CDLIS and S2S services are fully operational now. AAMVA would also like to thank volunteer jurisdictions Texas and Utah who assisted with District of Columbia’s migration. District of Columbia will now be able to use SPEXS to perform both its CDLIS and S2S functions. This means, among other things, that District of Columbia can track pointer information related to its Base Driver Licenses, Permits for Base Driver Licenses, and Identification Cards. In addition, District of Columbia will be able to use S2S driver record history functionality (DHR) to administer driver history for non-CDLIS persons, and to help ensure that a person has a single comprehensive driver history.

Another benefit of S2S is that it is now possible to identify persons that hold credentials in different states at the same time. This includes the case where a CDL driver holds a CDL in one state and a non-CDL credential, e.g., a base driver’s license, in another state. S2S states typically resolve such situations by either deleting the non-CDLIS pointer, or by performing a CSOR on the CDLIS pointer. Such actions may be accompanied by telephone and/or email contact between the two states involved.
In addition to the above-mentioned functionality, DHR provides states with new measures to improve the administration of non-CDL driver history (DH). Specifically, DHR supports the electronic exchange of out-of-state convictions and withdrawals, provides visibility of individuals that may have DH in more than one state, and sets rules for maintaining DH in a standardized manner - all specifically for non-CDLIS drivers.
As a result of the increase in pointers, and consequently potential duplicates, when a state implements S2S and/or DHR, CDLIS-only and S2S states may for some time afterwards observe a higher than usual number of CSOR transactions emanating from the S2S state.
AAMVA also congratulates District of Columbia for successfully implementing the required Exclusive Electronic Exchange (EEE) changes and completing the EEE structured testing with AAMVA as of September 29, 2024. The structured testing with AAMVA certifies that District of Columbia possesses the capability to conduct electronic exchange of CDLIS driver history records, including the posting of convictions, withdrawals, and disqualifications.
