AAMVA supports the concepts of the Driver License Compact and the Non-Resident Violator Compact (NRVC).
The Driver License Compact (DLC) was created to provide uniformity among member jurisdictions when exchanging information on convictions, records, licenses, withdrawals, and other data pertinent to the licensing process with other members. Uniformity helps ease administrative costs and meets the underlying tenet of the agreement that each driver nationwide has only one driver license and one driver control record.
The DLC provides a necessary step to maximize law enforcement efforts against serious offenses such as drunk driving, vehicle manslaughter, and reckless driving. These offenses are no less serious when committed in some other jurisdiction than in the driver’s home state. As of January 1, 2024, the Driver License Compact integrated with the State-to-State (S2S) Verification Service.
The Non-Resident Violator Compact (NRVC) ensures that non-resident motorists who receive a traffic citation in a member jurisdiction must fulfill the terms of the citation to avoid potential license suspension in their home state. This measure ensures accountability and compliance with traffic regulations. Additionally, suspensions are limited to moving violations that do not carry separate suspension or revocation penalties.
This framework is standardized by including the NRVC Template, which is uniformly adopted by all member jurisdictions, promoting consistency and fairness in enforcing traffic laws. The NRVC has a development history, beginning in 1965, and was initially signed by Delaware, Maryland, and New Jersey, in 1972. Recently, new NRVC bylaws went into effect on January 1, 2024, further refining the organization's structure and operations.
