Driver license foreign reciprocity is the process by which AAMVA jurisdictions and foreign countries negotiate the exchange of driver licenses between countries. Each jurisdiction is responsible in the U.S. and Canada for establishing their own driver licensing reciprocity agreements/arrangements with foreign authorities.
The Foreign Driver License Reciprocity Best Practices Guide was developed as a resource document to assist AAMVA member jurisdictions in making informed decisions when negotiating driver's license reciprocity memorandums of understanding. The guide was prepared by the Foreign Reciprocity Resource Guide Working Group.
