Facial recognition is the automated searching of facial images in a biometric database and providing image results by computer-evaluated similarities. Facial recognition technology is a fraud prevention, fraud detection, business integrity, and risk mitigation tool used by the majority of U.S. and Canada DMVs as part of their overall credential management program.
Facial recognition results require an examination by properly trained staff who will evaluate the images and accompanying records to determine if further investigation is warranted. AAMVA originally published a Facial Recognition Best Practices Guide in 2015 and updated this best practice in 2019 with the publication of the 2nd Edition. The updated best practice document provides foundational information for DMVs to develop or enhance a facial recognition program, as well as provides background information on how the technology works and recommendations for proper use. This assists jurisdictions in seeing their programs are kept up to date with the latest trends, training, and technology.
AAMVA's Fraud Detection & Remediation (FDR) Training Program devotes a module to this new best practices document. This provides the FDR student an opportunity to learn about the facial recognition program best practices and offers insight into the benefits and value of a well-rounded facial recognition program.
AAMVA's Facial Recognition Policy Position encourages jurisdictions to use facial recognition technology and the best practices document to promote highway safety, security, integrity, and reliability in the credential issuance process.
