Persons with Disabilities

The Americans with Disabilities Act (ADA) defines a person with a disability as a person who has a physical or mental impairment that substantially limits one or more major life activities. This includes a person who has a record of such impairment even if they do not currently have a disability.  
 
When accessing services within a community, people with disabilities may do so with or without accommodations. These accommodations include the ability to park a car in a location that is designed to assist with entering and exiting the location conveniently and safety. Communities provide disability parking spaces and many AAMVA member agencies manage and support a disability parking permit and license plate issuance program. AAMVA members also provide enforcement and compliance of disability parking laws.    
 
In April 2024, AAMVA published the Persons with Disabilities Placards and License Plates Best Practices in Deterring and Detecting Fraud and Misuse, Edition 2. This document assists member jurisdictions in improving the issuance of disability placards and plates, enhances their ability to deter and detect fraud, and provides effective approaches to enforcement of disability parking violations. AAMVA developed this best practice with assistance and support from the National Highway Traffic Safety Administration (NHTSA).
