The Certified Commercial Third Party Tester (CTT) program was developed to ensure the integrity, reliability, and validity of the driver licensing process of third-party examiners and to provide, as administered by the jurisdiction or their approved contractor, the necessary level of training and professionalism to those third-party examiners entrusted with the responsibility for administering jurisdictional licensing examinations. The program assists third-party examiners in meeting the requirements defined by the Federal Motor Carrier Safety Administration (FMCSA) in 49 CFR 384.228.
