Keeping Staff and Customers Safe: Survey Results and Strategic Investment in MVA Office Security 

Customer disruptions and safety incidents in MVA offices are concerning, placing staff at risk and impacting service delivery. The MVA Operations and Customer Experience Committee recently surveyed jurisdictions to assess the current state of incidents in MVAs. The findings reveal gaps and opportunities for improvement. We will explore a detailed, phased budget proposal developed from the survey findings. This proposal outlines strategic investments in training, technology, and infrastructure that can be adapted to your jurisdiction's needs and budget realities. 


The Use of AAMVA Systems for the Detection and Deterrence of Fraud and Other Criminal Activity 

AAMVA offers a variety of systems to detect and deter fraud and other criminal activity. This session will delve into case studies on the use of systems such as Driver’s License Data Verification (DLDV), State-to-State (S2S), Social Security Online Verification (SSOLV), the National Motor Vehicle Title Information System (NMVTIS) and others. Questions will be discussed such as when is a hard stop to a transaction appropriate, what to do when a system result indicates a potential fraud, and when should law enforcement be involved to investigate. Learn how these resources have kept bad drivers from obtaining driving privileges, stopped identity thieves from committing further criminal activity, and detected and prevented a variety of fraudulent acts. 


Identity Establishment and Presentment, Why Standards Matter

Relying parties have trusted driver licenses and ID cards simply because they trusted the issuing authority. With the improvements that mobile driver license (mDL) brings for authenticating the credential, relying parties now seek to better understand how the identity was established for the credential holder. In this session we will discuss the mDL's effect on relying party trust in government-issued identities and how jurisdictions can position themselves to continue to be its most trusted source. Hint: Adherence to standards is key.

Tag, You’re It: Rethinking Temporary Plates, Visibility, and Verification

Temporary tags have become a hot topic in vehicle regulation, enforcement, and fraud prevention—and Texas is rewriting the playbook. This session unpacks Texas’ innovative temp‑tag model, including its integration with NMVTIS pilot efforts, enhanced license plate lookup capabilities, and strategies for improving visibility and accountability across the system.

Attendees will walk away with practical best practices, insights into emerging verification tools, and a clearer understanding of how states can modernize temp‑tag processes to strengthen compliance and reduce misuse. A timely, solutions‑focused conversation for anyone involved in vehicle services, enforcement, or policy.


Slowing Down the Fast Lane: Intelligent Speed Assistance and What States Need to Know

Intelligent Speed Assistance (ISA) is gaining attention as states explore new approaches to addressing serious speeding offenses. This session provides an update on current legislative activity, emerging policy considerations, and how ISA is being discussed and implemented across the country. Participants will also hear the latest from AAMVA’s ISA Working Group and learn how states can stay informed and engaged as this technology and policy landscape continues to evolve.

Understanding the JSI Program in NMVTIS

Through the NMVTIS Junk, Salvage, and Insurance (JSI) program junk/salvage yards, auto recyclers , and insurance carriers report vehicles deemed junk, salvage, or total loss to NMVTIS. Using JSI data, state titling agencies and law enforcement can more accurately interpret vehicle histories, make informed titling decisions, and enhance investigations into vehicle theft and title/brand fraud. The session will cover how JSI benefits stakeholders through, improved customer protection and vehicle safety, better enforcement against unsafe vehicles, and more consistent data across jurisdictions—and how to interpret and apply JSI data in day-to-day operations. 

It will also introduce AAMVA’s JSI model legislation, which provides a framework states can adopt to tighten enforcement and enhance comprehensive reporting compliance under NMVTIS requirements.


From Tension to Resolution: De-Escalation Training Success Stories from the Field  

This session brings together jurisdictions that have successfully implemented de-escalation training programs for their frontline staff. Panelists will share the training models and approaches they selected, how they customized content for MVA-specific scenarios, implementation strategies including rollout timelines and staff engagement, initial staff reactions and how concerns were addressed, real-world application stories demonstrating the training in action, and how to measure for success.
