Staff Project Manager
The Intelligent Speed Assistance (ISA) Working Group was established to proactively support jurisdictions in developing effective and consistent Automated Speed Assistance programs. As states begin exploring or implementing ISA requirements, this group—comprised of experts in law, enforcement, motor vehicle operations, and speed device technology—will create model legislation, policy statements, and best practice guidelines to assist motor vehicle agencies (MVAs) in administering these programs. The Working Group will focus on critical areas such as identifying qualifying violations, enabling cross-jurisdictional reciprocity, and ensuring uniform data and program standards.
This initiative is designed to avoid the fragmentation and inefficiencies seen during the early adoption of ignition interlock device (IID) laws. By reviewing current and pending legislation, assessing vendor products, and creating oversight frameworks, the group aims to build scalable, practical solutions that enhance highway safety and administrative consistency. Deliverables will include model legislation and other policy resources to be published by September 30, 2026, helping jurisdictions implement ISA programs that are equitable, enforceable, and interoperable across state lines.
