AAMVA convened a License Plate Reader Program (LPR) Working Group in 2021 to develop best practices in developing, implementing, and maintaining an LPR Program. The Working Group published the License Plate Reader Program Best Practice in October 2021. In March 2024, the AAMVA Law Enforcement Standing Committee (now Law Enforcement Committee), as part of its scope of duties, evaluated current best practices documents under the committee’s purview. The committee determined that this document was not only in need of updating, but that the emergence of AI technology, specifically in the LPR field, necessitates addressing the use of AI as part of an LPR program.
License Plate Reader Program Best Practices, Edition 2
In August 2025. the working group published the License Plate Reader Program Best Practices, Edition 2. In addition to all chapters being updated and refreshed, here is an outline of updates included in Edition 2:
- Chapter One: Advantages and Challenges subsection has been added.
- Previous Chapters 4 and 7 (LPR Benefits and Success Stories) have been combined into a single chapter.
- New Chapter 7, Considerations for License Plate Reader Acquisition, has been added.
- New Chapter 8, Ethical Use of Artificial Intelligence in License Plate Reader Operations, has been added.
Although Edition 2 is primarily meant to serve state and provincial law enforcement, much of the content is applicable to local law enforcement as well as tolling and parking enforcement authorities.
