Draft Specification (AMIE and REST) for National Registry CDLIS Transactions Is Now Available

AAMVA is pleased to announce that a draft version of the SPEXS System Specification for the AMIE and REST version for National Registry (NR) CDLIS transactions is now available on the Commercial Driver's License Information System (CDLIS) page. These documents include only the two new transactions being introduced in the upcoming SPEXS functional release 5.6 and 6.4. The AMIE version of the specification has minor updates from the previous published version and the details of those changes are included in the Release History table at the end of the document. No other SPEXS system changes are expected as part of this functional release. Below is a summary of the transactions.

CD42: Medical Examiner’s Certificate (MEC) Transmission - The MEC Transmission transaction is used by National Registry of Certified Medical Examiners to electronically transmit medical certification information to the State Driver’s Licensing Agencies (SDLAs).

CD43: MEC Inquiry (pull) - The MEC Inquiry transaction is used by a State of Inquiry (SOI) to inquire about a driver's medical certification information from National Registry of Certified Medical Examiners. The final version of the specification for these transactions will be made available in June 2024 and may include additional changes.

Jurisdictions are required to implement these transactions and be compliant with the National Registry II final rule by June 23, 2025. We encourage states to review the draft specification document to get an understanding of the two new NR CDLIS transactions and assess the nature and size of the system changes required to be compliant with the NR II final rule.
