Missouri Joins S2S DHR, Implements CDLIS EEE Changes, and Missouri and Arizona Implement CDLIS Solution for DACH

AAMVA congratulates Missouri on successfully implementing AAMVA's State-to-State (S2S) Verification Service Driver History Record (DHR) and Missouri and Arizona on successfully implementing the Commercial Driver's License Information System (CDLIS) solution for the Drug and Alcohol Clearinghouse (DACH). All migration activities have been completed, and CDLIS and S2S services are now fully operational. Missouri will henceforth be able to use S2S DHR to perform their Driver History maintenance related functions. This supports the goal of limiting any person to only one driver’s license and one driver history. Missouri and Arizona are now able to obtain the current prohibition status for a driver from the Clearinghouse and will also receive notifications each time any of their drivers has a change in prohibition status at the Clearinghouse. AAMVA also congratulates Missouri for successfully implementing the required Exclusive Electronic Exchange (EEE) changes and completing the EEE structured testing with AAMVA as of November 10, 2024.

AAMVA congratulates Missouri on successfully implementing S2S Driver History Record (DHR) and CDLIS solution for Drug and Alcohol Clearinghouse (DACH) on November 10, 2024. All migration activities have completed on schedule. CDLIS and S2S services are fully operational now. Missouri will henceforth be able to use S2S DHR to perform their Driver History maintenance related functions. This supports the goal of limiting any person to only one driver’s license and one driver history (DH).

One of the benefits of S2S DHR is that DHR Administration provides jurisdictions with new measures to improve the administration of non-CDL DH. Specifically, DHR supports the electronic exchange of out-of-state convictions and withdrawals, provides visibility of individuals that may have more than one DHR, and sets rules for maintaining DH in a standardized manner for non-CDLIS drivers.

The important point is that whenever a new S2S DHR state goes live, CDLIS-only and S2S states may for some time afterwards observe a higher than usual number of CSOR transactions emanating from the S2S DHR state.

and Arizona will now receive notifications from or query the Clearinghouse for an update on the driver’s prohibited status.

AAMVA also congratulates Missouri for successfully implementing the required Exclusive Electronic Exchange (EEE) changes and completing the EEE structured testing with AAMVA as of November 10, 2024. The structured testing with AAMVA certifies that Missouri possesses the capability to conduct electronic exchange of CDLIS driver history records, including the posting of convictions, withdrawals, and disqualifications.
