Virginia will begin using AAMVA’s State-to-State (S2S) Verification Service Driver History Record (DHR), implementing the Commercial Driver's License Information System (CDLIS) solution to connect to the Drug and Alcohol Clearing House (DACH), and become Exclusive Electronic Exchange (EEE) compliant on Monday, August 12, 2024. Tasks related to onboarding VA will be conducted on Sunday, August 11, 2024, during the regular scheduled maintenance window of 2:00 AM ET to 5:00 AM ET. AAMVA is taking all steps possible to minimize service interruptions and will be sending alerts notifying states of Central Site availability throughout the process.

Virginia S2S DHR and DACH Scheduled Migration – Sunday, August 11, 2024

CDLIS and State-to-State (S2S) Participants:  

Virginia will begin using S2S Driver History Record (DHR) functionality, implementing the CDLIS solution to connect to Drug and Alcohol Clearing House (DACH) and become EEE compliant from Monday, August 12, 2024. Tasks related to onboarding VA will be conducted on Sunday, August 11, 2024, during the regular scheduled maintenance window of 2:00 AM ET to 5:00 AM ET.  

Central Site will be fully functional except for the scheduled regular weekend maintenance.  However, please note that states are encouraged to avoid this weekend for performing maintenance, deployment activities, or Central Site data extractions that require the Central Site to be available. Please contact AAMVA if such activities are unavoidable.

1. Sunday, August 11, 2024, 2:00 AM ET: All applications using NCS will be unavailable for regularly scheduled weekend maintenance. AAMVA will conduct implementation activities to bring Virginia onboard with S2S DHR and implement CDLIS solution to connect to DACH during the scheduled maintenance.
2. Sunday, August 11, 2024, 5:00 AM ET: Central Site will be brought back up and will be fully functional.  

All other systems (PDPS, DEVTIS, SSOLV, etc.) will be up and running during their usual available hours except for the scheduled weekend maintenance on August 11, 2024 (mentioned in #1).  

AAMVA would like to remind our members that the US Federal Motor Carrier Safety Administration requires states to perform Central Site inquiries prior to making any CDL licensing decisions. Under US federal law, this inquiry must take place not more than 24 hours prior to transfers and new issuances, and not more than 10 days prior to renewals and upgrades (See 49 CFR 384.205, and §383.73(a)(3)(ii)). Also, the US National Highway Traffic Safety Administration requires states to query the Central Site before the issuance of an original, renewal, temporary, or duplicate driver (non-commercial) license (See 49 U.S.C. 30304(e)).  

One of the benefits of S2S DHR is that DHR Administration provides states with new measures to improve the administration of non-CDL driver history (DH). DHR supports the electronic exchange of out-of-state convictions and withdrawals, provides visibility of individuals that may have more than one DHR, and sets rules for maintaining Driving History in a standardized manner for all non-CDLIS drivers.
