Electronic Vehicle Registration/Electronic Registration and Title (EVR/ERT) systems are designed to provide an electronic means of processing title or registration transactions by an authorized user on behalf of the jurisdiction. These systems allow authorized users to electronically process vehicle registration and titling transactions in real time or nearly real time, depending upon how a jurisdiction sets up its system. Authorized users are often motor vehicle dealers, but could also include auctions, insurance companies, fleet operators, and/or salvage yards.
EVR/ERT systems can be established in various ways. Some jurisdictions allow authorized users real-time direct access into the motor vehicle administration system, so the user processes the transaction in the same way as an motor vehicle agency (MVA) employee. Supporting documents for the transaction may be scanned by the authorized user and electronically sent to the MVA, or the authorized user might be required to send the physical supporting documents to the MVA for storage and retrieval. Other jurisdictions may utilize a third-party service provider to create an interface between an authorized user’s inventory management system and the MVA system. Finally, some EVR/ERT systems electronically transmit the information to the MVA for review and approval prior to allowing the authorized user to complete the transaction. The MVA makes the decisions regarding how authorized users interact with their system, such as real-time or near real-time transactions and direct or indirect access to the MVA systems.

Strategies to Complete EVR/ERT Adoption
Motor vehicle administrators are encouraged to fully adopt the use of an EVR/ERT program. Full adoption of an EVR/ERT program provides for the most efficient use of program resources and highest level of fraud prevention.
- Optional Adoption: Dealers are not required to participate. MVAs are required to maintain both a paper registration and titling process and an EVR/ERT program, requiring more resources and allowing for the potential of fraud.
- Partially Mandated Adoption: Dealers are required to participate if they meet specified sales volumes annually. Some jurisdictions may mandate this program for new vehicle dealers while still allowing used vehicle dealers to use the paper process. This requires a jurisdiction to continue to maintain two systems for dealer registration and titling.
- Fully Mandated Adoption: All dealers are required to participate regardless of the number of vehicles sold annually or dealer type. This includes requiring all registration and titling actions to take place within the EVR/ERT system. Title record is maintained by the MVA in a digital format with no requirement for printing of a physical title.
